Review the policy to communicate methods of minimizing risk to players, volunteers, employees, clubs and leagues.
If the volunteer has not lived in Pennsylvania for 10 years then a FBI clearance is needed. See below if an FBI clearance is needed.

The Pennsylvania Department of Human Services is utilizing IDEMIA to process fingerprint-based FBI criminal background checks. The fingerprint based background check is a multiple step process.
